The Opportunity We are seeking a Human Services Program Administrator (Assistant to the Superintendent) for our Circleville Juvenile Correctional Facility.
Duties include, but are not limited to:
Acts for Superintendent for assigned operations ( i.
e.
, administers & directs American Correctional Association (ACA) Performance Based Standards, (PbS),Public Information Officer ( PIO ) program activities), supervises assigned clerical staff & training personnel.
Serves as principle liaison designee for Superintendent & coordinates public relations activities & researches & responds to inquiries & complaints from general public, outside agencies & media; coordinates institution's responses to litigation involving departmental legal staff & outside agencies (e.
g.
, Office of Attorney General); coordinates responses to & contact with regulatory agencies (e.
g.
, environmental protection agency; OSHA; fire marshal).
Reviews & signs administrative documents on behalf of Superintendent; coordinates &/or chairs meetings &/or team task forces (e.
g.
, problem solving); directs operations of clerical staff as assigned by Superintendent ;completes reports; writes correspondence; assists Superintendent &/or business manager in fiscal & budget planning according to departmental needs; recommends policy & procedure changes to Superintendent; participates in developing & implementing policies & procedures for assigned areas.
Serves as duty officer & assumes responsibility for all institution operations during non-business hours; represents Superintendent at meetings; consults with Superintendent regarding sensitive issues; serves as liaison between Superintendent & staff or outside agencies; operates computer terminal to review records, data, and data entry; Coordinates, directs & conducts facility tours for internal and external visitors.
Assist in American Correctional Association (ACA) accreditation program direction by relieving Superintendent of variety of difficult administrative duties (e.
g.
, acts on behalf of Superintendent by chairing facility accreditation committee & leading managers to earn & maintain ACA accreditation; analyze & evaluate ACA standards against facility policies, procedures & practices to ensure compliance; identifies deficiencies & develops corrective action plan; acts as liaison between Superintendent & managers to transmit decisions & directives; provides technical advice to managers & interprets ACA standards); formulate & implement ACA & training program policies & procedures (e.
g.
, facility local orientation; ensures all facility policies & procedures are in compliance with ACA standards).
Coordinates and accurately reports Performance Based Standards (PBS) Information data collection.
chairs facility PbS committee & leading managers to earn & maintain PbS data collection; analyze & evaluate PBS standards against facility policies, procedures & practices to ensure compliance; identifies monitors PbS data to improve conditions of confinement and treatment services.
Supervises institutional Training Officer, APC Coordinator and Client Advocate Program Administrator; inspects and monitors staff training records to verify staff training needs meets the content and minimum hours mandated by ACA and DYS; keeps appropriate records and writes various and/or special reports; acts as liaison with DYS Training Department; responsible for annual training plan development, submission and implementation; approves leave and evaluates performance of assigned staff; participates in the recruitment, interview and selection of CJCF training staff; investigates misconduct and serves as a Pre-Disciplinary Meeting Officer.
